All email from the quarantine queue has now been processed, and emails can be released as normal.
We have identified the issue and fixed it. The queues are clearing down now.

We are investigating, but it means these emails cannot be released from either digests or from the quarantine reports. No email is being lost, there is just a delay in placing it in the quarantine.
